إثيوبيا رفعت نبرة التحدي إزاء كل من مصر والسودان

قال المتحدث باسم الخارجية الإثيوبية دينا مفتي، إن التهديدات التي تطلقها دول المصب، ويقصد مصر والسودان، بشأن سد النهضة “غير مجدية”.

وجاء حديث مفتي ردا على سؤال بشأن تصاعد أزمة سد النهضة، والخيارات أمام البلدين المتضررين، مصر والسودان.

وأضاف أن دولتي المصب “لا تريدان نجاح الاتحاد الإفريقي في إنهاء المفاوضات حول سد النهضة”.

واتهم المتحدث مصر والسودان بإطالة أمد المفاوضات خلال الفترة الماضية، حيث “خرجتا منها 9 مرات” حسب قوله.

واعتبر الدبلوماسي الإثيوبي أن الاتفاقيات التاريخية لمياه النيل التي تتمسك بها دولتا المصب “لا يمكن قبولها وغير معقولة”.

ويتحدث مفتي عن معاهدات من بينها اتفاقية عام 1929 بين مصر وبريطانيا، بصفتها مستعمرة المنطقة سابقا، وتقضي بعدم إقامة أي أعمال فوق النهر إلا باتفاق مسبق مع الحكومة البريطانية.

وفي عام 1959، أبرمت اتفاقية لتوزيع حصص المياه على مصر والسودان بواقع 74 مليار متر مكعب، بواقع 55 مليارا و500 مليون إلى مصر و18 مليار و500 مليون إلى السودان.

وكانت مصر والسودان قد لوحتا في وقت سابق باتخاذ تدابير تشمل ملاحقة إثيوبيا قانونيا، إثر تعثر الجولة الأخيرة من المفاوضات بين الأطراف الثلاثة في كينشاسا عاصمة جمهورية الكونغو الديمقراطية مطلع أبريل الجاري، في الوصول إلى حل ملزم بشأن ملء السد وتشغيله.

وقالت الخرطوم إنها بصدد رفع دعاوى قضائية ضد الشركة الإيطالية المنفذة وضد الحكومة الإثيوبية.

ووجه وزير الخارجية المصري سامح شكري، خطابات إلى الأمين العام للأمم المتحدة ورئيس مجلس الأمن لشرح أحدث تطورات أزمة سد النهضة، لا سيما المفاوضات المتعثرة.

وعلى المنوال نفسه، لوح السودان باللجوء إلى مجلس الأمن الدولي، معتبرا ذلك واحدا من الخيارات المطروحة.

ورغم ذلك عبر إثيوبيا مرارا عن عزمها البدء في المرحلة الثانية من ملء خزان السد في موسم الأمطار، خلال شهري يوليو وأغسطس المقبلين، وهو ما يهدد إمدادات المياه لمصر والسودان.

ويرى مراقبون أن إصرار رئيس الوزراء الإثيوبي آبي أحمد على إبراز قضية سد النهضة، محاولة لدفع مواطني بلاده إلى الالتفاف حوله في مواجهة أزمات الداخل والخارج.
